The Project Manager is responsible for all aspects of project management related to environmental air compliance activities. Work is performed under the general supervision of the Compliance Department Manager.
ESSENTIAL FUNCTIONS
Technical Specialist
Manage air compliance work and assist in the management and review of department deliverables.
Respond to client and prospective client requests.
Mentor department staff through training.
Assign project tasks to department staff.
Track project lifecycle (proposal, job, invoicing, and client follow-up).
Routinely serve as Technical Support (data analysis, computation, report composition, engineering evaluation, etc.) to all technical personnel on air compliance issues associated with projects.
Work with Senior Technical Manager to create templates and reporting standards aimed at improving efficiency and standardization.
Project Management
Provide/manage sufficient amount of work to keep a project management team productive (PMT includes her/himself as Project Manager and 2 field level personnel) with a goal of $418,000 billed per year.
Identify work opportunities with existing and potential clients and make efforts to secure the work through networking and the referral process.
Understand and perform all tasks necessary to complete a project's scope of work. Activities include, but are not limited to, (Air Compliance) stack testing, air permit applications, emissions statements, and annual compliance certifications; file review and record searches; prepare reports documenting environmental concerns; prepare environmental permit applications and plans; formulate recommendations for environmental compliance; audit facility operations.
Occasionally, act as a liaison between the client and federal, state, and local regulatory agencies to clarify relevant standards and policies and communicate how they impact the client and/or project.
Occasionally, responsible for project administration on projects that you are identified as Project Manager or Senior Manager including project financial performance, budgeting, recognizing the need for change orders on a project and directing appropriate staff, selecting subcontractors and directing the issuance of purchase orders, approval of subcontractor invoices, directing the preparation of and approving project invoices, maintaining project files, closing the job, preparing project descriptions, and conducting performance reviews.
Train field and staff personnel in tasks associated with the project's scope of work.
Evaluate the needs of a project or task and effectively delegate various tasks and responsibilities.
Schedule staff and field personnel.
Prepare proposals, budgets, and scopes of work for projects.
Identify business opportunities for departments and communicate to Department Manager for business development efforts.
Maintain a billable goal of 64 hours per 80 hour pay period (80% productivity).
Required Knowledge, Skills and Abilities:
Knowledge of:
Environmental regulations with a strong emphasis on Clean Air Act regulations.
The principles, practices, and techniques or engineering and chemistry as they relate to environmental projects.
Regulatory compliance and guidance.
Skill in:

Understanding and applying environmental regulations and guidance.
Organizing and administering multiple projects with various clients.
Recognizing potential project opportunities.
Creatively scoping and bidding projects.
Negotiating fees and change orders.

Understand complex technical environmental data and regulatory requirements.
Analyze the impact that regulatory requirements may indicate or have on the public health, the environment, environmental facility design and operations, and regulatory compliance.

Obtain bids and manage subcontractors.
Establish project budgets and complete projects under budget.
Maintain strong working relationship with clients.
Additional Requirements:
This classification requires the use of a personal or company vehicle on company business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, have an acceptable driving record, and receive medical clearance from a baseline physical.
ACCEPTABLE EXPERIENCE AND
TRAINING:
Requires 5 years of project management experience in environmental air compliance industry or a related field; and a bachelor’s degree in environmental engineering, science, or a related field. Knowledge of environmental permit regulations and strong computer and verbal/written communication skills are a must. Business development experience, Health & Safety experience, and knowledge of Indiana state regulations is a plus. Other combinations of experience and education that meet the minimum requirements may be substituted.
